Could you point out any regulations or laws against them?

In the other countries that I've lived, it's maximum speed allowed. For example, in Japan its 130kph(80mph) + braking to full stop within 600 meters, in the UK, it's 160kph(100mph). I should also mention that outside of the US, the regs are usually the same for light rail, rapid transit and commuter/long distance rail.
