Those gooey things are stalagmites forming from the drips from overhead. As for 21st-Van Alst - they need to dig BEHIND the wall on the southbound side (outside the station box itself) and fill and seal in order to keep the spring water out. Not a job for the squeamish. And very expensive for a marginal-use station.
