The R44 retirement was made possible by keeping R32s and 40s in service, as well as by, yes, some modest reductions in fleet requirements. When the R160s were fully delivered, they were to replace all non NTT 60' cars. However, the R44s were junked instead and 272 60' cars were kept instead. While this does represent a reduction, because 272 60' cars doesn't equal 272 75' cars, it doesn't justify ordering 600 cars in the R179 order.
