It is better to have a surplus than a shortage.R143s may have filled the void left by the premature retirement of the R27/30s, but weren't enough to meet the growing demands of the L. At least if the C gets 10 car trains (only to run fewer trains), there's always room to add more trains to that line if it ever needs it. |
