I think that should take precedence over the 2nd track to Hicksville.

Third tracking from Floral Park to Hicksville should come first. Double tracking the Ronkonkoma Line east of Farmingdale will only add to the congestion of that double tracked line west of Hicksville.

We also have freight traffic too.
