Every address in this city should be a short distance (100 yards or so?) of a bus line to take them

That's theoretically achievable, but you'll have to look at the following options to pay for it.

1) Increasing the subsidy for said bus service.
2) Increasing fares.
3) Pay and benefit cuts/freezes, and layoffs.
