Only if said shared subsystems in the C cars are distributed between the A and B car.

The subsystems you speak about, could a "single" be created by the addition of the missing subsystems, to either the A or B unit for transit systems, that may have traffic patterns that would be best served by three car sets?

Yes, see above. Most but not all of the subsystems are related to automatic control, If operation is not done automatic mode then those subsystems are not needed.
