is it truly blue/white or are there "positions"? I believe the origin of PRR PL signals came after a red/green misread in foul weather. B&O. N&W, WAB, C&A, SIRT all adopted various forms of Color Position Light systems for extra legibilty. Back when these systems were deployed RRs were not as rigorous in medical pre employment as later. (In the 60s IC would not even take an application from anyone w/glasses for train service)
