Except at TAB, there is no such thing as a "fair, impartial hearing". IINM, they have a conviction rate above 90%, and I'm certain those Admin Law Judges are "encouraged" to bring in a certain amount of tickets guilty, no matter what, just as the NYPD does with the Compstat system mentioned by Jeff Rosen. It's not a quota, it's a "productivity goal". |
