Two hours and eighteen minutes would have made it much harder on the swipers and had little effect on legitimate passengers.

While not technically a legitimate passenger use, I would often walk through stations to escape bad weather, then eventually ride the train (for example, going to bank / store / eatery before actually going anywhere). I'm sure I'm not the only one who uses this "advantage" when possible...
A 24 or 30 minute lockout should be enough to at least make it potentially costly for swipers.
