The LAUPT ticket office (with separate locations for Amtrak and Metrolink) was relocated in the 1990's as a result of changes in pedestrian traffic flow through the station stemming from the opening of the Red Line (and later Gold Lne) station, and the connection of the concourse to the MTA headquarters building at the east end. As originally built, all passengers entered at the front (west end) of the building, stopped in the ticketing hall if necessary, and proceeded through the waiting room to the concourse. With the current commuter-oriented traffic flow, the original ticket window location would have meant a long detour for passengers coming in from the Metro, or from the east end of the concourse. Hence, ticket windows were relocated closer to the center of the station, just off the junction between the waiting room and concourse.

But, you're right, the present Amtrak ticket windows are pretty bland compared with the magnificence of the original facility, and of course completely out of character archtecturally with the rest of the station.
