Other than its closing in 1985, I know very little about the politics behind the Elmhurst Station. But the reference to service changes that made it unattractive sounds like a typical aspect of MTA (and predecessor agency)policy- make a service so unattractive that its usage markedly declines- then justify its elimination due to "low ridership", that management itself deliberately caused.

Although the LIRR is more expensive than the subway, enabling folks in that neighbborhood to USE a train that runs there can't cost that much- the line is already there. Build and maintain two concrete platforms and some lights...you know.

Think of the Third Avenue line, etc...
