I think the intent is to make the casino and convention center accessible to the ordinary passenger at a reasonable fare rather than a high priced commuter operation. Also, as was pointed out, the LIRR would probably be a "scheduled" service with big headways possibly as much as an hour as opposed to a rapid transit type of service with frequent service of no more than 10 min during "normal" hours and no more than 20 min on midnight's or even less if service warrants.
