Well, you can't very well build something if you don't know what you're building. The subway and LIRR may use physically similar track and third rail, but the signalling is very different, and the voltage on the third rail is now different as well. Not to mention who would pay for the construction and the workers doing it. For the city to make a decision for rail in the rail-vs.-trail question, I think they would first want there to be one definite plan, not "we'll decide that later".
