Actually, no. The bill does not prohibit the sale of food. Nor does the bill prohibit carriage of food. It only prohibits the consumption of food. Just because something is purchased doesnt't mean that the purchase must be used immediately.

But consider, a person who possesses a sandwich upon entry to the subway, instead of eating the sandwich neatly might instead deposit the uneaten sandwich into a trash receptacle. Of the two options, (1) eating neatly or (2) disposing, which is more likely to attract rats?

The bill does not appear to be amendable to alteration by prohibiting the carriage of all food. How else do people get to grocery stores if there are none within reasonable walking distance? And if it were altered to prohibit the carriage of "open" food, how would that apply to the carriage of an apple or any other food item that is not wrapped?

It seems to me that the real issue is littering, not food consumption.
