Provisioning for T-1 and DS-3 circuits is actually symmetrical. Cable and ADSL have a need for it being Asymmetrical due to reverse path bandwidth constraints and "concentrating" in the case of the latter. But all other services have provisioning for equal up and down bandwidth. You don't HAVE to use it all though.

After all, server farms tend to have little other than clicks coming inbound, but have to shovel a lot of data OUT. :)

Your observation though is the reason why asymmetric is tolerable to most people and why it didn't require cable to expand their reverse path to a higher frequency split.
