Of course, the right way to replace something antiquated is to keep the old running until the new is ready. But that's just not the NYC way, unfortunately. The way around here is destroy the old, with a vague promise of something new and wonderful, then have a financial crisis, the new facility never gets built (ex: local service on the Harlem Line), or built decades later, and inadequately at that. Examples- SAS and Archer Ave Extension.
