MBTA's brain trust seems to only care about the Red and Orange lines. The Green line has always been the red-headed step child. The Silver line bus was loudly protested against when put on the table, and denounced by residents after it was decided upon. The public hearings were nothing more than a sham to make it look like they were "sensitive" to the community. The fact was they had already decided that rail was a non-starter because the sections of town along the Washington Street coridor was (at the time) not a particularly desirable part of town...in spite of all the renovation going on in the South End along Tremont from the Mass Pike to Mass Av. (I was one of the uppity South Enders leading the call for either subway or street rail.) In the years since, that whole area is now booming, but not reaching its full potential because of the damn Silver Lie.
