Had an underground subway structure initially have been built, and not filled in, then NYCT would have been obligated to inspect the subway tunnel structure on a regular basis.

As an example, existing remnants of the uncompleted 2nd Avenue Subway that built in the 1970's are inspected by NYCT engineering personnel on a regular basis to identify structural problems that could result in a street collapse or cave in.

I obtained this bit of information from a NYCT telephone maintainer who's pick assignment, in his junior past, was to perform "routines" (AKA: Preventive maintenance) to Emergency Alarm (EA) Boxes, and telephones along the right of way.

One such location for a routine inspection visit were the uncompleted trackway tunnels of the 2nd Avenue Subway. Telephones were installed in the completed tunnel segments to facilitate communications by a transit tunnel inspection team in the 2nd Avenue tunnel in the event an inspection team encountered an emergency condition, or for any other business reason to use of an underground telephone were required.

Thus, if the incomplete 2nd Avenue subway tunnels have undergone periodic structural inspections, along with preventive telephone maintenance visits over the years, then the same would hold true to an IND subway tunnel/station at 76th street in Queens if it exists.

I know of no NYCT telephone maintainer who has ventured underground past the existing wall east of the Euclid Avenue station to perform an operational test of telephone (Dial-tone) equipment.
