I don't know how accurate this is but I heard that the original "no spitting" ordinances were related to the outbreak of the Spanish Flu around 1918.To this day the Local 32BJ contract has a clause that states that cleaners are not responsible to clean spittoons. I guess spitting declined as the use of chewing tobacco declined |
