Ray Kelly was never the head of the Transit Police. You are thinking of Bill Bratton, wwho headed the Transit Police for a couple of years, left and went back to Boston and then came back here to head the NYPD under Guliani. Bratton was the NYPD Commissioner when the Transit and Housing Departments were merged into the NYPD. |
