I think their point in signing the express roadway as Holland Tunnel/New York City is that they don't really want people using the express roadway and then switching over. I guess the phantom interchange with Route 75 (which leads to Elizabeth Avenue/Peddie St/Runyon St in Newark) doesn't count. |
