I would use Easton, PA. It's a larger city, and better known.

Not Allentown or Bethlehem? Aren't those bigger?

Allentown, Bethlehem, and Easton are all AASHTO-approved control cities. Clinton and Phillipsburg are not, but are both used by NJDOT according to this list.
