The R-38s were stainless steel. You may be referring to just the internal framing and that may have been one of the variables that has shown up in many NYCTA contracts. Many contracts often specify a particular item or type of construction qualified by the phrase "or the equivalent" allowing the individual car manufacturer some degree of latitude. Had Budd been the successful bidder, I would imagine that the entire car structure would have been stainless steel with no carbon steel at all. Interestingly, there was also the possibility that the R-38s would have been entirely painted LAHT steel with no stainless steel at all and I have seen an artist's rendering of such a car and it resembled an oversized R-36 with a painted R-38 style end bonnet.
