In that case though, that DOES make sense. It would cost a lot of money to underpin the stations so that it was worthwhile to build the shells to prevent that in the future even if it resulted in a higher initial outlay. In the case of the Pitkin extension, it's trivial to extend the tunnel at a future date, so there was no need to build a shell. Note that the South 4th and Utica/Fulton shells are as long as the station below is wide. They didn't build more than they had to avoid underpinning in the future, so why would they build the Pitkin subway longer than it should have been?
