Why must I make that assumption? I don't believe that surveyors who use GPS in their job make that assumption.

I may be wrong, but I'd actually be interested if you have some information proving me wrong. I have the strong impression from everything I've read that position errors are strongly correlated in both space (i.e., location of the measurement) and time.
