President Obama's top education official urged government employees to attend a rally that the Rev. Al Sharpton organized to counter a larger conservative event on the Mall.

"ED staff are invited to join Secretary Arne Duncan, the Reverend Al Sharpton, and other leaders on Saturday, Aug. 28, for the 'Reclaim the Dream' rally and march," began an internal e-mail sent to more than 4,000 employees of the Department of Education on Wednesday.

Sharpton created the event after Glenn Beck announced a massive Tea Party "Restoring Honor" rally at the Lincoln Memorial, where King spoke in 1963.

The Washington Examiner learned of the e-mail from a Department of Education employee who felt uncomfortable with Duncan's request.

Although the e-mail does not violate the Hatch Act, which forbids federal employees from participating in political campaigns, Education Department workers should feel uneasy, said David Boaz, executive vice president of the libertarian Cato Institute.

"It sends a signal that activity on behalf of one side of a political debate is expected within a department. It's highly inappropriate ... even in the absence of a direct threat," Boaz said. "If we think of a Bush cabinet official sending an e-mail to civil servants asking them to attend a Glenn Beck rally, there would be a lot of outrage over that."

Russ Whitehurst, director of the liberal-leaning Brookings Institution's Brown Center of Education Policy, said nothing like this happened when he was a Department of Education program director from 2001 to 2008: "Only political appointees would have been made aware of such an event and encouraged to attend."

Officially, Sharpton's event commemorated the 47th anniversary of Martin Luther King, Jr.'s "I Have a Dream" speech.

"[Conservatives] think we showed up [to vote for Barack Obama] in 2008 and that we won't show up again. But we know how to sucker-punch, and we're coming out again in 2010," Sharpton said.

Obama avoided comment on Saturday's dueling rallies, but Duncan took the podium alongside Sharpton and 30 other speakers on the football field of Dunbar High School. Thousands of mostly blacks listened -- and a lone man booed -- as Duncan called education "the civil rights issue of our generation."

"Educators, we have to stop thinking of [poor-performing children] as other people's children," he said.

Speakers at the Sharpton rally praised Obama and took jabs at the Tea Party.

"Dr. King gave us a miracle in 2008. He gave us the first African-American president, and we must let them know today that we support [Obama]," said John Boyd, Jr., president of the National Black Farmers Association.

D.C. Delegate Eleanor Holmes Norton said Beck's rally "would change nothing. ... We will move right over you."

Education Department spokeswoman Sandra Abrevaya defended Duncan's decision. "This was a back-to-school event," she said.

Duncan was chief executive officer of Chicago Public Schools for seven years before Obama nominated him in December 2008.

However, the activity wasn't done on government time. I would have had a problem if they were paid to go there.

The Sharpton rally is commemorating the "I have a dream" that MLK brought about to this country of ours. You obviously have issues with MLK and his dreams and anyone suggesting to attend a rally on that topic.

The Sharpton rally is commemorating the "I have a dream" that MLK brought about to this country of ours.

BUT, that is not what the education secretary was doing. He was trying to counter balance the POLITICAL rally with a counter POLITICAL rally (nothing to do with race). He was trying to EXPLOIT MLK (as most leftists and white Democrats do, they exploit minorities for their own political gain).
The urging had nothing to do with MLK, he looked at it as a POLITICAL chance to counter a political rally. It failed miserably, as most people are on to the Democrat/Liberal tactic at this point.

There is a pretty clear line in Washington between political appointees (who expect to get canned when a new administration comes into town) and government employees (who are career civil servants and expect to hold their jobs regardless of their political affiliations).

It is considered bad form (at a minimum) to attempt to push politics on the government employees.

It's pretty good practice to turn things around...

If this were a Republican administration, would you see an issue if the Republican HUD Secretary sent an e-mail to all employees encouraging them to attend the Glenn Beck rally? My guess is that you'd be concerned that these employees might be unfairly judged (or even fear that they'd be unfairly judged) in their performance of regular duties if they didn't attend the rally.

It doesn't need an investigation. As far as I'm concerned the guy has poor judgment, should be reprimanded by the President (not a public reprimand) and reminded that this is unacceptable. And then it ends.

Congress and the President need to focus on things that matter.

If the press wants to chase down whether this is common practice -- either within the Education Department or others -- I'm happy to let them do so, on their own dime.

One only has to look at the oversight at the SEC to see that suck "reprimands" are wholely inadequate. Remember that it was the SEC that planned to take little or no disciplinary action against employees who spent their entire dsy viewing internet porn. It was only after an investigation began that heads brgan to roll.

If you believe that the current state of affairs, left unchecked, leads the US into prosperity then by all means -- rock on and have everyone in Washington investigate everyone else. At least they won't pass even worse legislation than has been enacted already.

If you believe that a different approach is required, then investigations are a diversion from the real matters at hand.

Yes, but it's helpful to get these things down in black and white. So many of us have a hard time looking in the mirror and shouting Hypocrite! but are more than willing to sling the term around at those who disagree with us.

I don't. And I guess I don't particularly care.

At this point, I consider President Obama a hopeless failure. He has turned out to be almost exactly what both his opponents and supporters feared most about his candidacy (well, minus the secret al-Qaida membership).

He's too inexperienced, too ideologically off-center and too stubborn/egotistical to be an effective leader. He is a campaigner who can strategize a good campaign, but lacks the principles to get the people to rally around him.

Because he is unable to see things for what they are, current trends will likely continue and in a few months, he'll suffer the Mother of All Mid-term Defeats, losing probably 70+ seats in the House and losing control of the Senate as well.

Even that sharp of a rebuke may not be enough for this man's ego to realize that he is off-track.

Great post. That's something I admired about Clinton, and was extremely happy with him as president. While I didn't agree with a lot of his political ideas, I also liked how at least he understood the fact that the presidency is not a free for all either. He learned his lessons early on in his first term, and adjusted. Obama doesn't have that trait. I already wrote him off as a failure of a pre4sident, and he doesn't have a chance of redeeming at this point.

I didn't care for Clinton his first half a year either, but quickly grew towards him, enough to completely support him in 1996, and vote for him. While I think he lacked judgement in his scandals, the Republicans were out of line back then too to do what they did to him.

So this all said, Obama doesn't have a chance to be half a Clinton.
And he is way too ine3xperienced to be president.

I am hardly saying that at all. All I am saying is that when this type of abuse occurs in the public sector it has to be looked at with a careful eye. I'm not suggesting a congressional investigation but every such organization has an inspector general's office for this sort of oversight. On the otherhand, if you see nothing wrong with improper use of taxpayer resources for political or commercial purposes, then nothing will change ofr the better.

I think the bigger issue is that we have a hard time admitting we were wrong. Conservatives couldn't do it when Bush was in office for fear of hurting "the cause", now it's the liberals' turn.

I'm not sure what MLK Jr. would be today. He was morphing into a socialist when he was killed. I prefer to think of him eternally as the man who gave this speech, not what he would have turned into had he not been assassinated.

Personally, I'd have preferred Congress gone all out to investigate the Bush administration for every imaginary crime they accused it of committing. It would have made for less time to pass destructive legislation like Obamacare and the economic hindering bill.
