In both the NYPD and FDNY after-action reports, it was concluded that the second plane was specifically employed to kill those remaining in the damaged towers AND all the emergency responders. This would have the effect of further demoralizing the population, while making it even more difficult for the city to do incident management, let alone handle the everyday, normal emergencies in the REST of the city. |
