A few Port Authority cops in my old neighborhood used to work midnights at LGA and would race their cars on the runway there at 2 in the morning. This was over 30 years ago. |

It was crossing the runway and had permission to do so. It's on the transmissions. The error wasn't on the PAPD vehicle. |

How about neither for now? Listening to the edited audio for now, it appears that the PAPD vehicle was given permission to cross Runway 4/22 while the Jazz (Air Canada Express) aircraft was on short final. Considering that the landing plane would not likely be able to stop before Delta, they would not have cleared a departure off of 13 at the time they issued the clearance to cross, so why cross a slower Port vehicle? I am waiting for someone like Victor at VASAviation to post his video on the ATC as he does timestamp and include gaps so you have a better sense of timing. Without that information it distorts how much time the Port vehicle actually had to cross the runway. |
