I would think more public locations are closed on a presidential election day than, say, in an odd year where almost nothing is happening (the 4n+3 years in NYC, for example).

Election Day is a state holiday in NY, but it’s not a national holiday and people who even get all the holidays off don’t get Election Day off. It still wouldn’t work making it a public holiday because look at all the people who still work on MLK day even though they’re not 24/7 jobs. It would only work if private employer holidays were compulsory (one concept would be to require time and a half overtime for every hour worked on a holiday, regardless of number of hours worked).
