Of course that has a lot to do with it. One of the biggest assets a police force can have is omni-presence. The knowledge that the police can be anywhere, in plain clothes, in unmarked cars, etc. Now without plain clothes and unmarked cars (the defective squad don't count because they are investigatory and don't patrol) the perps know that if they don't see a uniformed cop or a patrol car there are no cops around and can do their thing. |

Randomly frisking black men in a relatively aggressive manner wasn't quite the ideal they were looking for, and that kind of interaction on a repeated basis is what sours things, especially in low income neighbourhoods. |
