The article does not show any obvious bias. The FBI was worried that someone in the Trump campaign might be a Russian agent, but weren't excessively worried because Trump wasn't expected to win.

In his sworn testimony, Peter Strzok confirms that the FBI was ordered by the Obama DOJ not to pursue a criminal case against Hillary Clinton. The implication being that Loretta Lynch was ordered by her boss to have the FBI stand down.

Page 68 deals with the Clinton investigation. Here is the relevant exchange that refutes your assertions about President Obama:

Mr. Krishnamoorthi: "Is there any evidence that President Obama ordered any investigative activity that was biased in favor of Clinton, or alternatively, biased against President Trump?"

Mr. Strzok: "To my knowledge, no."
