"Activists" unfurl Palestinian flag with "Boycott, Divest, Sanction" over the Manhattan Bridge

Palestinian banner unfurled on NYC bridge

Pro-Palestinian activists marching along the Brooklyn Bridge were surprised when a giant flag in Palestinian colors was unfurled on the nearby Manhattan Bridge.

The flag had the words "Boycott, Divest, Sanction" on it and was lowered from a part of the bridge near the Manhattan side Wednesday evening. Activists on the Brooklyn Bridge met its appearance with cheers.

The BDS movement is an international effort to pressure Israel over the settlements.

The flag was taken back up a short time later. Police say no one was arrested in connection with its display.

It's the second time in recent months that flags have unexpectedly shown up on city bridges. In July, two white flags were put in the place of American flags on top of the Brooklyn Bridge.

Why is the lack of arrests in italics? Is unfurling banners on the Manhattan Bridge an arrestable crime, or only when the banners advocate BDS? I'm not a proponent of BDS, but I am a proponent of free speech.

Is unfurling banners on the Manhattan Bridge an arrestable crime

It probably is, but likely not a felony (e.g., vandalism).

It's certainly trespassing. They might try to make it reckless endangerment (that is, you could fall and kill someone).

I guess you could get them on Loitering pursuant to Penal Law §240.35 (7) but that is only a Violation so likely a Desk Appearance Ticket and a fine but as long as they are not advocating violence a Misdemeanor is a stretch as New York Penal Law is written

Unfurling a flag isn't vandalism.

Per Merriam:

van·dal·ism noun \ˈvan-də-ˌli-zəm\
: the act of deliberately destroying or damaging property

Full Definition of VANDALISM

:willful or malicious destruction or defacement of public or private property

If no property was destroyed or damaged, it's not vandalism.

Is it just me, or does "Boycott Divest Sanction" printed on a Palestinian flag suggest boycotting, divesting, and sanctioning of the Palestinians?
