The Los Angeles City Council unanimously voted to offer a $50,000 reward for information leading to the capture of the arsonist responsible for a fire that burned several homes on Gorham Avenue early Thursday morning.

It's been dubbed the "Brentwood Fire" by the Los Angeles Fire Department—a fire that broke out early Thursday morning at a construction site on the 12300 block of Gorham Avenue, burning several buildings, cars and causing several millions of dollars worth of damage.

The Los Angeles City Council voted unanimously on Tuesday in favor of offering a $50,000 reward to anyone with information leading to the arrest of the suspected arsonist.

"The $50,000 reward is to clearly say we want to find that person or people, and we want to put them in jail where they belong," Councilmember Bill Rosendahl said during a press conference.

In total, seven vehicles and seven structures were damaged in the fire, said Michael Greenup, LAFD Battalion Chief.

"Over the weekend, we had numerous investigators on site gathering leads and information regarding this fire," said Greenup. "The crime of arson is a serious crime and not taken lightly in the city of Los Angeles. We will find this arsonist and we will make sure he's prosecuted to the fullest."

Arson investigators would not say what led them to the conclusion that the fire was intentionally set, but they did confirm that some evidence was discovered by an accelerant-sniffing dog. Investigators believe that this fire is an isolated case and not linked to others in the city, said Senior Arson Investigator David Liske.

"In working a fire scene, much of the evidence or information that we gather is known only to the perpetrator," Liske said. "To release that may hamper the investigation by letting people know specifically what we found."

International Trade Forum in Brentwood to help small businesses

The city is planning an International Trade Forum for July 29 to help local businesses utilize international trade as a revenue source.

According to city officials, even small businesses can take advantage of importing and exporting products overseas. The forum will take place from noon to 2 p.m. at the Brentwood Community Center, 35 Oak St.

Topics to be discussed at the forum include government officials providing advice to local merchants on how to increase their import and export practices and how small business owners can access foreign markets through various governmental resources. The panel will feature speakers from the U.S. Commerce Department and U.S. Small Business Administration.

Food trucks in Brentwood could get the boot Wednesday night from the Planning and Zoning Commission, or at least face new restrictions and fees. Restaurant owners feel like they are under attack by more nimble food trucks, which don’t need to make as much of a major investment.

Restaurants pay taxes and are a permanent part of the community, according to Planning and Zoning Commission chairman Mike Daming, while food trucks can be fleeting and don’t contribute the same way.

“That long-term investment and frankly the revenues from those property taxes are just not there with these food trucks,” Daming says.

Food trucks, however, are popular with residents and offer variety.

“Is the convenience and the variety that would be presented by these food trucks, do those factors outweigh the potential harm that could be done to these brick-and-mortar businesses,” Daming says.

There could be a compromise that will force the food truck owners to purchase licenses and impose restrictions on where and when food can be served from the vehicle.

The meeting is at 7 p.m. Wednesday night at Brentwood City Hall.

Oakland Raiders cornerback Taiwan Jones personally expressed his regrets Saturday about a dog attack Monday that killed a Brentwood woman's Chihuahua.

"I hate for something like that to happen," Jones said speaking for the first time publicly about the incident following practice Saturday. "Anybody who knows me knows how much I care about animals. I feel really bad about the situation. It didn't happen at my residence, but I still can't help but feel for the young lady."

Jones' two dogs attacked and killed Olivia Paredes' 12-year-old dog, Chula, Monday night around 8 p.m. while she and her family pet were out on a walk along Larkspur Court in Brentwood.

The Deer Valley High graduate's dogs have never acted aggressively toward another animal or person, and an investigation of the incident is underway with Contra Costa County Animal Services.

The killing of two dogs that strayed onto a rural Brentwood property took an unexpected turn Friday afternoon when county animal control officials confirmed that the homeowner, not his son, shot the pets to protect his chickens and turkeys.

Randy Christ took a gun Saturday morning to the German shepherd and Rottweiler that ventured onto his 3.3-acre parcel, contrary to the story that his son, Jon, originally had told authorities, said Rick Golphin, deputy director of the Contra Costa County Animal Services Department.

"We're satisfied that Jon Christ was not involved in the killing of the dogs, although in an effort to protect his father, Randy, he concocted the story of the beating and the incineration," he said.

Jon Christ initially had said that he dispatched the dogs with a shovel, then burned their bodies -- over a wood fire, not with gasoline as was widely reported -- and buried them at the Byron sand mine where he worked.

The news touched off a widespread and heated debate, with many accusing Christ of animal cruelty and others contending that he was legally entitled to protect his poultry. Brentwood police said that a neighbor of Christ witnessed the dogs killing the chickens.

Animal Services officials agree with those defending Christ: "It is our belief that these actions by Mr. Christ were legally justified due to the circumstances that existed when he encountered the dogs," the department said in a news release issued late Friday.

Officials said that Jon Christ, thinking that his father would get in trouble for discharging his gun within city limits, tried to protect him by removing the dogs' bodies and assuming the blame for their deaths.

Animal control officers who accompanied Jon Christ to his workplace at first believed that the ashes they found belonged to the animals based on what he had told them, Golphin said.

His department since has determined that although Jon Christ loaded the dogs' bodies in his truck and took them to his workplace, he neither bludgeoned the dogs nor cremated them and the chickens.

Animal Services recovered both dogs Thursday after an employee at the site found their intact remains along with those of dozens of birds, Golphin said.

Brentwood resident Ellen Barkley, the dogs' owner, said a chain of events beyond her control led to their deaths.

She was out of town early Saturday morning when the pets her daughters were caring for escaped through a hole that a neighbor's dog had created, ending up on Randy Christ's property.

Although some of the public outrage over the pets' violent deaths has been directed at her for failing to keep her dogs confined, Barkley said critics who accuse her of being an irresponsible dog owner are wrong.

"Anybody who knows me knows that's not the case," she said, adding that she regularly checks the perimeter of her yard to ensure the fence is intact.

On Sept. 28, though, a neighbor's dog that had gotten loose found its way through a sizable gap in the side fence of the house directly behind her's, Barkley said, emphasizing that the section of wooden slats runs along the street and thus is not her responsibility.

Once in the yard, the animal began digging and scratching at the back fence that she shares with the family.

The dog eventually dislodged enough boards to squeeze through into her backyard, where it played with her pets before all three disappeared, Barkley said.

Upon her return, she and her friends searched for the pets, gathering tips along the way that led to Randy Christ's house on Creek Road.

Police arrived while they were there, responding to a report of trespassers on the property, and they in turn summoned Animal Services. While en route, officers received word from police dispatch that someone had reported dogs had been shot, said Lt. Doug Silva.

Reached at his home earlier this week, Jon Christ said he had no comment. His father has also not responded to requests for information. But a public relations firm that was handling media calls to Christ's employer confirmed Thursday that the company has terminated him.

Barkley also declined to comment Friday.

Although many have rallied around Barkley, others are defending Randy Christ's actions, citing a state law that allows a person to kill stray dogs that are threatening livestock and poultry.

Among them is Terry Citro, who's had other people's dogs attack her farm animals multiple times over the 27 years she's lived in Oakley.

There was the time that strays got into her rabbits' cages and killed about half a dozen, the time that a Doberman and a boxer engaged in a tug-of-war with her pygmy goat, and the time that she found a couple of dogs nipping at the legs of her 33-year-old horse.

On another occasion, most of the turkeys her daughter was raising as a 4-H project had to be destroyed after a dog yanked them through wire fencing. And an attack by two dogs left her Vietnamese potbellied pig covered with puncture wounds.

So while Citro is sad for Barkley's loss, she also understands Randy Christ's position.

"He's protecting his livestock, and the dogs should not have been loose," she said.

Meanwhile, Animal Services plans to present the facts it's gathered to the District Attorney's Office next week.

That office will determine whether to file criminal charges.

A Brentwood man shot to death at a home on Saturday night was identified Monday by the Contra Costa County Coroner.

Police said they found 24-year-old Khalid Bragg at the home in the 2200 block of Banyan Way in Antioch, bleeding from gunshot wounds. Bragg was taken to a hospital, where he was pronounced dead, police Sgt. Tony Morefield said.

Police initially said Bragg was from Oakley, but the coroner placed his residence in Brentwood.

No other information about the shooting has been released. Calls to the Antioch police media line were not returned early Monday. Police have not arrested anyone, nor have they identified a suspect.

Bragg was the 11th homicide victim in the city of Antioch in 2013. The total does not include the shooting death of Amber Abanagan, of Oakland, at the Contra Costa County Fairgrounds on Sept. 8.

Those planning to catch a game at Brentwood Stadium no longer will have a designated location to smoke cigarettes inside Brentwood Park.

Council members last week approved a resolution amending the borough's facility-rental policy, which outlined updates for use of the Brentwood swimming pool, community room, civic center, borough building, stadium, field, dek hockey rink and municipal park.

The policy, drafted two years ago, was updated to provide rules for improvements and additions at Brentwood Park, including the borough stadium — where turf and a track recently were added — and the dek hockey rink that is under construction, borough manager George Zboyovsky said. As a multiphase Brentwood Park improvement project — originally estimated to cost $8 million — moves forward, changes to park rules are needed, he said.

Council members opted to eliminate designated smoking areas from Brentwood Park, Zboyovsky said.

“We've been receiving complaints from people who are watching their kids play a game at one of the fields and they see someone nearby smoking,” the borough manager said.

Signs will be erected to alert people of the changes, as well as other rules for the stadium, field and dek hockey rink, Zboyovsky said.

With the installation of turf — replacing a grass field at Brentwood Stadium — earlier this year, rules banning the chewing of sunflower seeds and gum were implemented. Other rules ban the use of fireworks, open flames and model planes or rockets on the stadium field.

The newly installed track likely will be available for use by the end of October and the dek hockey rink completed at about the same time, the borough manager said.

All facilities are open for use only by borough residents, Zboyovsky said. Rental fees remain the same.

Council members last week questioned what constitutes an organized group and who would need to apply for a permit to use borough facilities.

“If a group of kids wanted to play hockey and they went up every Saturday like they've done for years and it's not a league, it's just Brentwood kids wanting to play hockey, I think they would not need a permit,” Councilman Rich Schubert said.

“But if they were doing things like we used to do when I was younger, like we used to pick teams and play our own little in-house league, is that considered organized?” Councilman Marty Vickless asked.

“What's considered organized? What's not?”

An organized group would be a borough organization, Zboyovsky said. A borough organization must consist of 75 percent or more Brentwood residents.

The ordinance will be available on the borough website, www.brentwoodboro.com.

Some Brentwood leaders are interested in studying the possibility of joining other Bay Area cities in the banning of plastic grocery bags to combat blight and help the environment.

Last week, a majority of the Brentwood City Council asked city staff to complete research on how to reduce the use of plastic bags or find alternatives to their use among local grocery stores and retailers. City leaders in support of this potential ordinance said the single-use plastic bags often led to increased trash on city streets.

"It appears that a tremendous amount of cities are banning this," said Brentwood Mayor Bob Taylor, who initiated the discussion. "The big (grocery) chains are going to eliminate them. We would be surprised at how many people are bringing in their own bags to the supermarket."

So far, Contra Costa cities that have banned plastic bags include Richmond, Pittsburg and El Cerrito; other East Bay communities are also considering bans in their jurisdictions. In 2007, San Francisco became the first city nationwide to enact this type of ban.

To explore this environmentally sensitive initiative, council members Steve Barr and Gene Clare both supported the city's further research on a potential ban.

On the other hand, council member Erick Stonebarger and Brentwood Vice Mayor Joel Bryant were not in favor of a ban at this time. Both argued that it was a waste of staff resources during a busy time for the city and that it stripped away an individual's right of choice between plastic bags from the store or bags of their own.

"It is individual responsibilities and rights and I don't believe in more regulation for the sake of more regulation," Stonebarger said.

Council members agreed that this wasn't a top priority for staff time right now and some options will be presented to the council in early 2014.

Authorities Saturday were investigating the cause of a fire that heavily damaged one unit of a Brentwood residential high-rise and left ten people injured, including a toddler.

The fire erupted just after 11:45 a.m. Friday at the 25-story Barrington Plaza on Wilshire Boulevard, according to KNX 1070’s Ed Mertz.

Of those injured, two of the victims remained in critical condition at UCLA Medical Center. The condition of the 2-year-old girl who suffered smoke inhalation was upgraded Saturday.

Three firefighters, who were transported to the Grossman Burn Center with injuries, have since been released.

Erik Scott, a spokesperson for the Los Angeles Fire Department, says residents on the seventh through eleventh floors have not been able to return home.

Rather, they were being escorted into their units by firefighters to collect their essentials.

Firefighters said they managed to contain the flames to one unit on the eleventh floor. The blaze was put out in just over an hour.

“The door was open to that unit and that’s what caused that extensive amount of damage in that hallway. Whether someone was in there when it started, I don’t know,” LAFD Capt. Jamie Moore said Friday.

Built in 1961, firefighters said the 240-unit building is not equipped with a sprinkler system but had fire alarms that were operating.

Two men have been arrested in connection to a home invasion on Moores Lane on Saturday.

Brian C. Felix and Justin C. Howell are charged with especially aggravated kidnapping, aggravated robbery and aggravated burglary.

Both are being held on $500,000 bond at the Williamson County Jail.

The case remains under investigation and additional charges could be filed.
