I once almost voted using my father's record at the poll. I signed his card and didn't realize it until afterwards that they had given me the wrong one to sign. He was able to vote when he arrived at the polls later in the day, they made a note of the mixup and the poll workers knew who he was. Obviously, we weren't trying to manipulate the system, but people can make mistakes, and this example has nothing to do with absentee ballots. The potential for fraud is out there, but most people aren't trying to exploit the loopholes.
