The time to check eligibility is when one registers to vote. That's when ID is produced to prove citizenship. Once on the rolls, you should be able to vote without question. When one signs their registration form, they PERSONALLY swear the information is correct under penalty of PERJURY.

Just like the RW howls about guns, they should be enforcing the laws already on the books and stop making new ones. They only serve to oppress.
