LOL!! You are clueless!

He did no damage, and I don't think charges were filed on that basis. One can write "robber banker" with an arrow to the door in chalk at Chase headquarters and not be arrested. Why? In the course of ordinary care, the graffiti would be washed away. Same thing here. It's not vandalism.
