The Constitution of the United States forbids standing armies.The end strength and budget of our Armed Forces must be done anew at least every two years by Congress. A zero-baseline budget. That's the only federal agency where such a constitutional rule applies. The defense budget and end-strength cannot be put on automatic (like Social Security, Medicare, VA, etc). When they talk about increases or decreases over previous years, it's as matter of fact but not technically correct as with other agencies. |
