It would be a very difficult thing to do now, and the military wants no part of what they get in drafts. As it is, better than 25% of those who volunteer are completely unsuitable for duty. Therefore, none really apply until such time as there is one ... and the "well regulated" part is even more important because I wouldn't consider those self-proclaimed "militia" types as terribly "well-regulated" either. :)
