Yeah, President Obama. HE hasn't failed, the House failed to pass his jobs bills. The 2009 bipartisan (ahem) stimulus was kept too short term in the interest in bipartisanship.

The United States isn't some hapless small manufacturer to be dismantled and sold off for the profit of a few. You can't liquidate the government.
