I'm not sure if there's precedent or not. And if you can extend it to African-Americans as a group, why not other groups?

And then there's the question of "Who's an Indian, who's an African-American."

If someone lives on a reservation and is accepted by the tribe as a member of the tribe, that is probably sufficient, remembering that Indian land is considered sovereign. From there it gets complicated.

An Indian tribe seems to have the freedom to say who can live on their reservation and be extended the status of a member of their tribe. Can you imagine the playground for politicians who could have the power to decide if someone were a member of "their" ethnic/racial community or not, where benefits are concerned?
