The EU's actual Treasury is limited. No EU-wide food stamps, health insurance, Social Security, defense spending or most other spending. In fact the whole debate for those favoring Eurobonds and a federal EU is to be like the US where the bailout of Mooch States is automatically structured into the federal system instead of being conditional and ad hoc. At least Greece and Eire and others had to go through great pains to get the bailout money. |
