The problem started about 25 years ago, when local contractors and merchants discovered that immigrants would work for less than college students during the summer. The college students would set up "shanty towns" on the outskirts. However, they would disappear after Labor Day. The immigrants did not have that option.The contractors and merchants response: not our problem. |
