That's something that happens at a lower rate than those requiring constant care after a automobile or motorcycle accident. Most serious injury causing accidents are the result of reckless behavior on the part of one of the parties involved, often both.

And in all 3 cases the necessary care should be provided with question. The national insurance pool should be sufficient to cover those exceptions. Model such care after the VA, which provides lifetime benefits to military personnel injury victims in as cost effective a manner as possible.
