IT's first and foremost about parental, family and community participation and support. I said that.

The best way to enable that is economics. Employers that pay living wages enable parents to just need one job each in the majority of cases. Those jobs need to offer some flexibility so parents can get to school to participate in functions, PTA, etc as well as follow what their child(ren) are doing in class.

Parents that need to work 2 or 3 jobs to make ends (not) meet leave their children not only academically abandoned but at risk to be drawn to undesirable influences.
