OK, I get stopped for jaywalking in Phoenix. The cop asks, do I have proof I'm a citizen. I say no, but I was born in NYC. He has no right to detain me, does he?Now suppose someone else speaks very little English, only Spanish, and says they were born in LA but can't prove it. The cop doesn't have any right to detain him either, does he? As long as neither of us gets detained the law can stay on the books. |
