They are NOT allowed to arrest for immigration violations.

You misunderstand (as usual). They are reserving that power for the federal government. They aren't stopping said arrests, they are saying state law enforcement officials cannot make them. SB1070 specifically gave local law enforcement the power to enforce said law and the SCOTUS said the feds have primacy.
