It's somewhat different. All 40 cameras will be active at all times(most likely). Though, NYC want's to have drivers play Russian roulette at locations which have the 20 rotating cameras so that they can "surprise" them and milk more money out of them.

In reality, drivers will find out that those locations have rotating cameras and slow down no matter which direction they're traveling in.

In DC, they have fixed cameras where drivers learn where they are located, as well as portable cameras that move to different locations throughout the city. One slick one they have is on New York Ave, just as it turns from highway to a Local Street.

That would be like them putting a speed camera at the Troggs Neck and Whitestone Bridge toll plazas. You have approach highways where people are going 70MPH and then there's suddenly a 10mph speed limit where logically, drivers gradually coast down then use their breaks as they approach the booth. They all would be going 40-50mph over the "speed limit" and would receive a ticket in the mail.
