The difference is that they were sufficiently versed in the inner workings of Washington that they learned how to build consensus and compromise.

That is actually not true. The problem, as I stated before, is that the parties have become more ideologically separated. The Democrats as a party have moved further to the Left, while the Republicans have moved further to the Right:



It is this fact that is responsible for the failure to build consensus in Congress, not any fault of Obama's. That whole bit is a strawman, and Romney would have the same problems with the Democrats (of course, then you get to blame the Democrats for holding up "progress"; heads I win, tails you lose).
