You've pretty much got it. The x.15 or x.18 or x.20 are the custom in the US because restaurant staff are paid lesser wages to reflect anticipated tips.

The laws here don't allow for discounting wages to reflect anticipated tips like they do in the US. So the "round up" is really just a way of saying "thank you and please keep the change".

There don't seem to be any hard and fast rules. If a meal costs 32, then 35 makes sense (40 would be considered overdoing it). If it is 34, though, you wouldn't round up to 35 -- you'd go to 40.

As the bill goes up, the "round up" goes up as well. A meal costing 92 would go to 100, not 95. A meal costing 365 would go to 400. So it is kinda sorta like 10% but probably a little less in the end.
